How to figure which bonds are more polar than others?

One of my homework questions is that i have to put the bonds C-l, C-H, C-Cl, C-O, C-F, C-Br in order of polarity with the most polar bond. Im having a bit of difficulty figuring out what rule to use for this. I have a table of electronegativity values and began by finding the difference between the electronegativty values of the elements in the bonds but i have the answers and this method is wrong. Why does Nasdaq delist only certain stocks under $1, but not others?

The reason why I ask is because I own one "penny stock" which has gained over 100% in 1 month and 3 days, yet is still under $1 (from 36 cents to 78 cents).
